The first answer was obvious. It was also wrong.
That is basically the whole story behind the Harbor Master Principle for eliminating multitasking.
On the surface, it looks simple:
Three ships are in the harbor. The harbor team can either unload all ships in parallel or focus on one ship at a time.
So naturally, people start calculating.
And very often, they calculate the wrong thing very confidently.

The basic description of the Harbor Master Principle
At first glance, the focused version looks clearly better.
In the multitasking case, all three ships seem to take 3 days.
In the focused case, the first ship leaves after 1 day, the second after 2 days, and the third after 3 days.
So the quick answer is:
A = 3 days average lead time; B = 2 days average lead time
Nice. Clean. Obvious.
Also wrong.
Because one tiny sentence from reality changes the whole problem:
with a constant arrival rate
That means we are not looking at a closed batch of three ships.
We are looking at a continuous system.
Ships keep arriving.
If there are 3 ships in the harbor and the arrival rate is 1 ship per day, then after one day, there is already another ship. After two days, another one. After three days, another one.
The picture is not the whole system. It is just a starting state.
And once you see that, the answer changes.

Now the focused approach still helps, but not in the simplistic 1, 2, 3 days way.
The better comparison is:
Parallel multitasking creates a recurring pattern like:
5 days, 4 days, 3 days
Average lead time: 4 days
Focused flow creates a steadier pattern:
3 days, 3 days, 3 days
Average lead time: 3 days
So yes, focus reduces lead time.
But the reason is not magic.
It reduces waiting. It stabilizes flow. It stops the harbor from spreading effort across too many ships at once.
So far, so good.
But now comes the next trap.
Many people then jump to:
Great, so throughput has also increased.
Not necessarily.
Lead time and throughput are not the same thing.
Lead time is: How long does one ship spend in the system?
Throughput is: How many ships leave the system per time period?
A ship leaving earlier does not automatically mean the harbor can unload more ships per day.
It may just mean the same capacity is being used in a better sequence.

Steady flow is good - but more throughput is not guaranteed
This is where the Harbor Master Principle gets interesting.
Focus can reduce lead time without increasing throughput.
That sounds strange at first, but it is not.
Imagine a restaurant.
If the kitchen stops half-cooking ten meals and starts finishing one meal at a time, the first guests get served earlier.
Great.
But unless the kitchen can actually cook more meals per hour, throughput has not increased.
The food just leaves the kitchen in a better pattern.
Same harbor. Same principle.
Then comes the most dangerous version of the illusion: the freeze.
This is where someone says:
Stop everything. Do not start new work. Finish what is already started.
And suddenly, many ships leave the harbor in a short time.

A freeze leads to a massive throughput increase - yes, but ...
Looks amazing.
Before the freeze: 0 ships completed per day.
After the freeze: 3 ships completed per day.
Boom. Productivity explosion.
Right?
Not so fast.
Those ships were not created from zero.
They were already partly unloaded.
The freeze did not magically increase capacity. It flushed unfinished work out of the system.
That is useful. Very useful.
But it is not the same as sustainable throughput improvement.
If 6 ships would have taken 6 days without the change, that is:
6 ships / 6 days = 1 ship per day
And if the freeze happens after day 4, then the remaining ships finish in 2 more days:
4 days + 2 days = 6 days
Still:
6 ships / 6 days = 1 ship per day
Throughput did not change.
The completion pattern changed.
And that is the whole point.
The Harbor Master Principle is not saying:
Focus magically creates more capacity.
It says:
Focus helps work finish earlier, reduces waiting, lowers lead time, and makes flow visible.
That is already powerful.
No need to oversell it.
Because when we oversell it, we create the next misunderstanding.
The real lesson is simple:
Do not just look at the visible completions. Look at the system.
Ask:
Is this a batch or a continuous flow? Is there new work arriving? Are we measuring lead time or throughput? Are we looking at sustainable performance or just a WIP flush? Did capacity really change, or did the output pattern change?
This applies far beyond harbors.
It applies to software teams. It applies to consulting. It applies to product development. It applies to AI answers too.
A fast answer can be perfectly logical within the wrong interpretation.
So before we calculate, optimize, advise, automate, or proudly state the obvious:
Maybe read the small print.
Because sometimes the whole system is hidden in one sentence.
The Harbor Master is a principle - what counts are the Laws of Flow.
To understand flow, you have to know:
- Little's Law - the law of lead time - how work in progress, throughput, and lead time are connected
- Goldratt's Law - the law of throughput - how throughput is generated
You have to know both to understand the Harbor Master Principle.
